San Bernardino City Unified ‘indifferent’ to report of 11-year-old student’s alleged rape, feds say

'This school did all the wrong things,' says an advocate for the girl, who reportedly was bullied after a video of the encounter was posted online

UPDATED:

The U.S. Office for Civil Rights said the district failed on multiple levels in its handling of a rape complaint by the girl's non-English-speaking mother.
